本招标项目******有限责任公司2025年至2026年列日空勤机组酒店服务项目******有限责任公司，招标项目资金来源为企业自筹，出资比例为100%，资金落实情况为已落实。该项目已具备招标条件，现进行公开招标。本项目采用电子化方式进行招投标。

This bidding project, the China Postal Airlines Co., Ltd. 2025-2026 Liege Aircrew Hotel Service Project, has been approved by China Postal Airlines Co., Ltd. The bid inviter is China Postal Airlines Co., Ltd. The funding source for the bidding project is self-raised enterprise funds, with a contribution ratio of 100%, and the funding status is confirmed. This project has met the bidding conditions and is now open for public bidding. This project adopts an electronic method for bidding and tendering

2. 项目概况与招标范围Project Overview and Bidding Scope

2.1 招标编号Bidding number：0747-2560SCCZAB122；

2.2 项目概况：******有限责任公司2025年至2026年列日空勤机组酒店服务项目。

Project Overview：China Postal Airlines Co., Ltd. 2025-2026 Liege Aircrew Hotel Service Project.

2.3 招标范围：本项目采购内容及预计数量为：2457间·天（含早），加收住宿服务763间·天，餐饮服务（午、晚餐）预计各采购2457餐·人，车辆服务327趟；详见招标文件第五章 服务需求。

Bidding Scope:The procurement content and estimated quantities for this project are: 2,457 room·days (including breakfast), additional accommodation services 763 room·days, catering services (lunch and dinner) each estimated at 2,457 meal·persons, and vehicle services 327 trips; details are provided in Chapter 5 "Service Requirements" of the bidding documents.

2.4 协议期限：1年。

Agreement Duration:1 years.

2.5 服务地点：招标人指定地点。

Service Location:Locations designated by the bid inviter.

2.6 资格审查方式：资格后审。

3. 投标人资格要求Bidder qualification requirements

3.1 投标人必须是当地注册的公司，具备当地政府承认合法有效的资质文件；（适用于包1和包2）

Bidders must be locally registered companies with valid and legally recognized qualification documents by the local government; (Applicable to Packages 1 and 2)

3.2 ******有限责任公司列入黑名单且在有效期内的投标人，均无资格参加本项目的采购活动；（适用于包1和包2）

Bidders who are included in the blacklist of China Post Group Co., Ltd., China Post Express & Logistics Co., Ltd., and China Postal Airlines Co., Ltd. and are within the validity period are not eligible to participate in the procurement activities of this project; (Applicable to Packages 1 and 2)

3.3 与邮政无投资关系且存在以下情况的，不得参加采购活动：邮政领导人员及其亲属和其他特定关系人、邮政员工持股（限非上市公司），以个人身份（组织委派的除外）担任法人、董事长、总经理、监事的企业，以及邮政所属工会或员工集体出资成立的企业；（适用于包1和包2）

Entities without investment relations with China Post and meeting any of the following conditions are prohibited from participating: enterprises where China Post leaders, their relatives, or other specific related parties hold positions (excluding organizational appointments), enterprises where China Post employees hold shares (limited to non-listed companies), enterprises where individuals serve as legal representatives, chairpersons, general managers, or supervisors (excluding organizational appointments), and enterprises established by China Post labor unions or employee collectives; (Applicable to Packages 1 and 2)

3.4 投标人距离当地Liege Airport国际机场候机楼车程时间在30分钟（含）以内；（仅适用于包1）

Bidders must be located within a 30-minute (inclusive) driving time from the terminal building of Liege Airport International Airport; (Applicable only to Package 1)

3.5 投标人须配备餐厅，能提供早、午、晚餐堂食服务；（仅适用于包1）

Bidders must have a restaurant capable of providing breakfast, lunch, and dinner dine-in services; (Applicable only to Package 1)

3.6 投标人须提供所在地Liege Airport国际机场候机楼至酒店之间的往返交通服务；（仅适用于包2）

Bidders must provide round-trip transportation services between Liege Airport International Airport terminal and the hotel; (Applicable only to Package 2)

3.7 投标人必须按照本项目招标公告的要求获取本项目招标文件，否则无资格参加本项目。（适用于包1和包2）

Bidders must obtain the bidding documents for this project as required in this bidding announcement; otherwise, they are ineligible to participate. (Applicable to Packages 1 and 2)

4. 招标文件的获取Obtaining Bidding Documents

4.1 招标文件获取时间：自2025年04月01日起至2025年04月08日，每日9:00至11:30，13:00至17:00（北京时间24小时制，下同）。

Bidding Document Obtaining Period: From April 01, 2025, to April 08, 2025, daily from 9:00 to 11:30 and 13:00 to 17:00 (Beijing Time, 24-hour format)

4.2 招标文件获取方式：投标人需要在中国邮政电子采购与供应平台（网址：******)和中化商务电子招投标平台（网址：******）同时报名成功并下载文件，否则作未报名成功处理，请先在中化平台进行缴费后，再在邮政电采平台进行报名操作。

Bidding Document Obtaining Method: Bidders must register and download the documents simultaneously on the China Postal Electronic Procurement and Supply Platform (website: ******) and the Sinochem Commerce Electronic Bidding Platform (website: ******). Failure to complete registration on both platforms will result in unsuccessful registration. Payment must first be made on the Sinochem platform before proceeding with registration on the Postal E-Procurement Platform.

①网上注册：登录中化商务电子招投标平台进行网上注册（免费），具体步骤请参考帮助中心-招投标指南；

① Online Registration: Register (free) on the Sinochem Commerce Electronic Bidding Platform. Refer to the Help Center - Bidding Guide for specific steps;

②缴费：注册完成后，登录账户，根据招标编号进入网络标书销售系统购买电子版招标文件；本招标文件售价为人民币0元/包件，平台使用费为人民币800元/包件，售后不退。支付成功后，可下载招标文件及增值税电子普通发票；

② Payment: After registration, log in to your account, enter the network tender document sales system under the bidding number to purchase the electronic bidding documents. The bidding document price is RMB 0 per package, and the platform usage fee is RMB 800 per package (non-refundable). After successful payment, download the bidding documents and electronic VAT invoice;

①CA办理：登录“中国邮政电子采购与供应平台”-查看“CA办理流程”，具体资料清单及办理流程见须知；

① CA Application: Log in to the "China Postal Electronic Procurement and Supply Platform" - view "CA Application Process"; refer to the guidelines for required documents and procedures;

②报名：登录“中国邮政电子采购与供应平台”-查看采购项目（用户注册成功办理CA证书后，未收到证书，可使用领取码报名项目及购买招标文件）-投标人通过“中国邮政投标管家”报名（按要求填写）-招标代理机构审核通过后-缴纳平台使用费（登录中化商务电子招投标平台（网址：******）进行缴纳）-确认报名成功-投标人下载招标文件。建议使用window7及以上系统，支持IE9、360、chrome、火狐等主流浏览器，XP系统不支持中国邮政电子采购与供应平台部分功能；

②Registration: Log in to the "China Postal Electronic Procurement and Supply Platform" - view procurement projects (after successful user registration and CA certificate application, if the certificate is not yet received, use the retrieval code to register and purchase bidding documents) - bidders register via the "China Postal Bid Manager" (complete required fields) - after approval by the bidding agency - pay the platform usage fee (via the Sinochem Commerce Electronic Bidding Platform: ******) - confirm successful registration - download bidding documents. Windows 7 or above is recommended; IE9, 360, Chrome, Firefox, etc., are supported. XP systems are incompatible with certain platform functions;

③电子投标文件编制须应用中国邮政电子采购与供应平台投标文件制作软件“中国邮政投标管家”，具体操作说明可下载“操作手册-投标人”查看，制作软件及手册下载地址：******/dzzb/PortalController.do?toolsDownload，因未及时办理注册审核手续影响报名及投标的，责任自负；

③ Electronic bid preparation must use the "China Postal Bid Manager" software. Download the "User Manual - Bidder" for instructions. Software and manual download link: ******/dzzb/PortalController.do?toolsDownload.Delays in registration or document preparation are the bidder’s responsibility;

④如已注册过，则直接网上缴费并下载即可。

5. 投标文件的递交Submission of Bids

5.1 递交平台、递交时间、签到。电子版投标文件递交的截止时间为2025年04月17日9:30，投标人应在截止时间前通过“中国邮政电子采购与供应平台”（网址：******）递交加密的电子版投标文件，并在2025年04月17日09:00-9:30完成电子版投标文件“签到”流程，逾期或不符合规定的电子版投标文件恕不接受。

5.1 Submission Platform, Time, and Check-in. The deadline for electronic bid submission is April 17, 2025, at 9:30. Bidders must submit encrypted electronic bids via the "China Postal Electronic Procurement and Supply Platform" (website: ******) before the deadline and complete the "check-in" process between 09:00-9:30 on April 17, 2025. Late or non-compliant bids will be rejected.

5.2 加密、解密。投标人须对“中国邮政电子采购与供应平台”（网址：******）递交的电子版投标文件进行加密。投标人须在平台下载《中国邮政投标管家》工具结合CA证书，进行电子版投标文件的编制，并在递交截止前进行加密后上传至平台。递交文件截止时，使用CA证书进行电子版投标文件解密，投标人应保证网络畅通、运行环境良好、介质完好等。

5.2 Encryption and Decryption. Bidders must encrypt electronic bids submitted via the "China Postal Electronic Procurement and Supply Platform" (website: ******). Bidders must use the "China Postal Bid Manager" tool and CA certificate to prepare and encrypt bids before uploading them by the deadline. At submission closure, decrypt bids using the CA certificate. Bidders must ensure stable network connections, functional environments, and intact storage media.

5.3 招标文件中要求的盖章、签字，在制作电子版投标文件时可以是有效的电子公章、电子签名，也可以是加盖公章、签字的扫描件（电子签字/章后，文档不应再修改，否则签字/章无效；如需修改，请修改后重新签字/章）。

5.3 Seals and signatures required in bidding documents may be valid electronic seals/signatures or scanned copies with physical seals/signatures (documents must not be modified after e-signing/stamping; otherwise, they become invalid. If modifications are needed, re-sign/stamp after editing).

6. 开标时间及地点Bid Opening Time and Location

开标时间：2025年04月17日9:30。

Bid Opening Time: April 17, 2025, at 9:30.

开标地点：北京市丰台区丽泽路24号院平安幸福中心B座2501会议室。

届时请投标人派授权代表参加线上开标仪式。

Authorized representatives of bidders are required to attend the online bid opening ceremony.
